First of all, you do of course have to be logged in to the website. You should then see a menu at the top-left where you can go to "Content", then "Add content", then "Biographical entry":

This should open up a a new page, where you can add the "Name" (of the person being referred to), the "Dates" (this can be in any format, e.g. "1859-1933" or "b. 3 February 1953"), and the "Biography" (the main text about the person). Do not tick the box for "Provide a menu link":
